I just need to clarify something, even though it is now a moot point. Under the old Wings Program, an approved safety seminar or other approved ground program was required, as stated.

BUT...

there were 3 hours of flight required. One hour of air work, one hour of Take Offs and Landings, and one hour of simulated instrument work.

Is the WINGS program still alive? Not sure what you mean by the "old" WINGS program.
