If the floor of class E is 1200' AGL then isn't the shaded blue section redundant? I know the shaded magenta means E goes to 700' AGL but why have a blue section as it's 1200' AGL everywhere else right?

the fuzzy side of the blue shows Class E at 1200 and above. The solid side of the blue though can vary. Out in mountainous areas Class E starts at various altitudes that really have nothing to do with AGL altitudes due to widely varying terrain.
